After explaining the Shariah punishments, the point where Shaykh Bali ended is the most important of all — muraqabah of Allah.

How the Question Comes

When crime spreads, even safe people live in fear; the whole society becomes restless.

Today the nature of crime has changed too — alongside street snatching and theft have come account hacking, data theft, blackmail, and companies that lure people with greed and take their money.

So the question belongs to everyone — Where does this end? How does Islam stop crime?

Shaykh Bali answered on two levels — the outer system, and the inner system.

The Shaykh's Answer

The Shariah punishment is not the goal in itself — the goal is reform and prevention.

The Shaykh says that regarding flogging, the scholars have said the hand must not be raised above the head, only up to halfway — because the aim is to teach discipline, not to harm the body. And the reason it is done publicly is so that thousands of people, keeping the scene in mind, turn back from crime.

But to the Shaykh, the real solution is not punishment — it is awakening muraqabah of Allah in people's hearts. One who knows that Allah is watching him cannot harm anyone.

Evidence — The Very Path Has Been Closed Off

وَلَا تَقْرَبُوا۟ ٱلزِّنَىٰٓ ۖ إِنَّهُۥ كَانَ فَٰحِشَةًۭ وَسَآءَ سَبِيلًۭا

And do not approach unlawful sexual intercourse. Indeed, it is ever an immorality and is evil as a way. (Surah Al-Israa 17:32 — Saheeh International)

The Shaykh recounted the story of that shepherd — Abdullah ibn Umar (may Allah be pleased with him) tested him and said, sell one goat and tell the owner a wolf ate it. The boy pointed his finger to the sky and said — "Then where is Allah?"

What to Do

  1. Even when you are alone, remember — Allah is watching; this is the greatest prevention.
  2. Pray your salah with full attention — salah is what turns a person away from indecency and wrongdoing.
  3. Recite the Qur'an with understanding — this Qur'an leads to the straightest path.
  4. If someone else's belongings are damaged — whether intentionally or unintentionally — compensate and set it right.
