Shaykh Bali's answer — yes, they can. But there are some conditions, and people go down the wrong path when they get involved without knowing them.
How the Question Comes Up
Some have read 'Wiqayat al-Insan', others 'As-Sarim al-Battar'. A question arises in the mind — can I perform ruqyah for my own family?
The fear comes from the idea that to be a raqi you supposedly need some special power. That is why people have had to go from one door to another for so long.
At the same time, other things catch the eye — reciting over oil, over cream, over cooking or salad, the smoke of bukhur. It is said that this is supposedly treatment with the Qur'an.
The question was put to Shaykh Bali — does a raqi have any special conditions?
The Shaykh's Answer
The Prophet ﷺ said — Whoever among you is able to benefit his brother, let him do so.
So no special power is needed to perform ruqyah. But there are conditions: learn it first, do not perform ruqyah on a woman who is not your mahram, do not touch, do not take help from the jinn, and do not go beyond the guidance of the Prophet ﷺ.
The Evidence — What the Prophet ﷺ Taught
Place your hand on the part of your body where you feel pain, say "Bismillah" three times, and say seven times: "A'udhu billahi wa qudratihi min sharri ma ajidu wa uhadhir" (I seek refuge in Allah and in His power from the evil of what I feel and what I fear). (Sahih Muslim 2202)
Uthman ibn Abi al-As (may Allah be pleased with him) said — I said it, and Allah removed my pain. The Prophet ﷺ taught him to perform his own ruqyah for himself.
What to Do
- First learn — how to perform ruqyah and what to recite.
- Do not perform ruqyah on a woman who is not your mahram, and do not touch during ruqyah.
- Do not take help from the jinn in treatment — under no circumstances.
- Not through oil, cream, cooking or bukhur — the way of the Prophet ﷺ is: either recite over the patient yourself, or ask the patient to recite over themselves.

Breaking Sihr Is Not That Difficult
The question came to Sheikh Wahid Abdussalam Bali from a weary husband. The answer is so simple that many people at first do not even want to believe it.
What to Do Yourself When Struck by the Evil Eye
Here Shaykh Bali has set out two separate steps — one is treatment, the other is protection. It is by mixing these two up that people grow weary year after year.
Who is really taking the blows?
Shaykh Bali's answer is as much for the patient's family as it is for raqis — one should not resort to beating without need.
